Yayasan Bina Usaha Lingkungan (YBUL) is implementing the 7th Operational Phase of Global Environment Facility - Small Grants Programme (GEF-SGP OP 7) in Indonesia with UNDP as GEF Agency. YBUL is looking for a candidate for the position of the GEF-SGP Indonesia National Coordinator (NC).

The presence of the GEF-SGP National Coordinator is to build an effective SGP teamwork within the SGP Indonesia Country Programme team and foster the directive actions of the National Steering Committee (NSC), Yayasan Bina Usaha Lingkungan and UNDP.

 

The position will bring effective technical, financial, and operational management of the SGP and its portfolio, mobilize and leverage financial and other resources, establish strong partnerships at the programme and project levels for sustained and scaled up initiatives, and effectively facilitate knowledge management, share and exchange knowledge on lessons learnt and best practices.

The GEF-SGP National Coordinator will be based in Jakarta

 

We are expecting this from you:

 

Education:

  Master or PhD degree in environment or natural resources management, environmental economics, development studies, Business Administration, or similar fields.

Experience:

  At least 10 years of relevant programme management experience in biodiversity conservation, climate change, environment, and sustainable development, among which five years of demonstrated experience working with government and non-government organizations or civil society organizations (NGOs/CSOs).

  Good knowledge on small grant programme will be considered.

Managerial skills:

  Excellent teamwork, people management and interpersonal skills.

   Excellent analytical, writing, and communication skills.

  Strong negotiation, conflict resolution and problem-solving skills.

  Responsive to UNDP required reporting.

Language requirements:

  Fluency in English is required.

  Fluency in Bahasa Indonesia.

IT skills:

  Proficiency in standard computer software (word-processing, excel, presentations, databases, and internet)

Nationality:

  Indonesian or naturalized citizen.

1.

Managerial Functions

         Supervise the SGP Country Programme team members and provide necessary guidance and coaching.

         Promote and maintain effective teamwork within the SGP Country Programme team, the National Steering Committee (NSC) members, YBUL and with the UNDP CO team.

         In coordination with the UNDP CO, lead the preparation and implementation of the Harmonized Approach for Cash Transfer (HACT) Assurance Plan.

         Ensure effective and efficient delivery of yearly targets in line with the Annual Work Plans approved by the NSC.

         With Project Administrative and Finance Assistant, undertake financial planning and monitoring to ensure compliance with the fiduciary standards of GEF and UNDP

         Lead the preparation of the Project’s Manual of Operations in compliance with the SGP Operational Guidelines

         Lead the preparation and implementation of the annual workplan (AWP), including strategic and/or innovative initiatives, with set delivery and co-financing targets.

         Draft the Annual Work Plan for review and approval by the NSC and the UNDP Regional Technical Adviser (RTA).

         In consultation with YBUL, UNDP CO, SGP Country Programme teams, set the annual performance parameters and learning objectives for the SGP Country Programme team, and lead the conduct of performance assessment.

         Ensure co-financing resources from stakeholders committed during the Project Preparation Grant (PPG) phase are realized and documented.

Monitoring project activities and oversight over grant activities (M&E)

         Support CBOs and NGOs in enhancing landscape resilience and biodiversity protection through ensuring that grant-funded activities are in line with project objectives and are structured to attain outcomes and include smart indicators to assess performance.

         Lead the implementation of the Project Monitoring Plan and monitoring of the associated project results framework. This includes preparation of UNDP corporate reports, including the Project Implementation Reports (PIRs), Quarterly Progress Reports (QPRs) and Annual Progress Reports (APRs), among others containing aggregated results from the grantees, the achievement of targets, and the lessons learned from the grantees as well as the SGP Country Program Team and NSC.

         Ensure that effective measurement systems are in place to aggregate results from numerous grantees, and that gender-disaggregated is collected and analyzed.

         In coordination with civil society networks and multi-stakeholder platforms, oversee the implementation of social safeguards, and ensure inclusion of women, members of indigenous communities and other marginalized groups identified in the project document (ProDoc).

         Support Mid-Term and Terminal Evaluations—ensure availability of information, facilitating site visits, and access to beneficiaries and stakeholders, and oversee documentation and analyses of results, and application of lessons.

         Keep abreast of relevant national environmental concerns and priorities as well as the socio- economic conditions and trends and assess their impact on SGP.

         Manage the SGP grant allocations and country operating budget, and ensure the financial integrity of the programme by adherence to SGP Standard Operating Procedures as well as YBUL rules and regulations, and ensure timely and effective use of SGP resources.

         Exercise quality control over the development of a portfolio of project ideas and concepts, and closely monitor the programme implementation progress and results.

         Organize periodic stakeholder workshops and project development sessions for civil society organizations (CSOs) and local communities, and potential applicants and other stakeholders to inform about SGP and its Strategic Initiatives.

         In close coordination with the Project Technical Review Committee and the NSC, review the submitted project concepts and proposals to ensure that projects fit with the SGP Strategic Initiatives, Country Programme Strategy, and technical guidance notes.

         Authorize and manage project planning grants as required.

         Oversee ongoing SGP grant projects and conduct periodic project monitoring field visits and provide technical and operational support and guidance to SGP grantees as required.

         As Secretariat to the National Steering Committee meetings, support and closely coordinate with the National Steering Committee and Technical Advisory Group where relevant, in the process of project proposal review, selection and approval, especially the initial appraisal of proposals and assessment of eligibility.

         Foster programme, project, and policy linkages between the SGP and full- or medium-sized GEF projects, planned or underway in the country, as well as those of other government, donors and development partners.

         In coordination with the UNDP CO, report periodically to UCP Global Coordinator on programme implementation status, including annual monitoring reporting, financial reporting, audit, and update SGP databases.

         Lead the implementation of the Project Monitoring Plan and monitoring of the associated project results framework, in close coordination with grantees, the NSC and UCP Global Coordinator and with support of the Regional Coordinator.

         Ensure that SGP7 staff adhere to SGP SOPs procurement rules and regulation as required for programme implementation.

Resource Mobilization and Partnerships

         Establish and maintain close working relationships with stakeholders as well as promote the value, comparative advantages, and ensure visibility of the SGP.

         Assess interest and priorities of key donors and other development partners and develop/update.

With the Regional Coordinator (RC), design and implement the resource mobilization and partnership strategy at the national and local to mobilize resources from and develop partnerships with the government, donors, and other partners to best leverage SGP resources and develop programme level partnerships.

         With the RC, support SGP grantees in securing co-financing and project level partnerships and assist in identifying opportunities and resources for sustaining and scaling up projects.

4.

Knowledge Management

         Provide oversight and direction to KM Officer on the documentation and synthesis of programme/project stories, lessons learned, and best practices in SGP programme/project development, implementation, and oversight.

         Access SGP and other global and regional knowledge, distill best practices and facilitate their dissemination and incorporation within SGP Country Programme and projects, UNDP CO, and to counterparts and partners.

         Support capacity building and networking of grantees to facilitate knowledge exchange, and promote uptake through Knowledge platforms, Knowledge fairs etc.

 

Impacts of Key Results/Key Performance Indicators:

          Sound SGP programme results and impacts, in alignment with national strategies and priorities and SGP strategy and approaches that contribute to transformational change in society and economy to conserve the global environment and achieve the SDGs.

          Innovative, technically sound, and socially inclusive grant portfolio is developed and implemented.

          Effective and efficient use of resources to create maximum project/programme.

          Increased trust by clients and donors and increased opportunities for visibility, partnership, and co-financing.
